Overview

The Columbus Public Works Department consists of 12 dedicated employees whose only mission is to provide safe and effective service to the citizens of Columbus at the most efficient cost.

Under the direction of the Committee of the Whole, the day to day operations of the department is managed by Interim Director of Public Works Dan Jensen.

The Street Division, which is responsible for all infrastructure maintenance and improvement has 6 employees assigned to its ranks but is often augmented by other staff as the need arises.

The City Parks and Park facilities are maintained by 1 permanently assigned staff member and this number is increased during the summer months through the use of full-time temporary seasonal staff.

Hillside Cemetery is owned by the City of Columbus and is operated by the Hillside Cemetery Board of Directors with maintenance and repair responsibilities being delegated to department employees.

JOB TITLE: Crew Leader
FLSA STATUS: Non-Exempt
PAY RATE: Union Scale

GENERAL DESCRIPTION:

This is a union position with responsibility for scheduling maintenance & construction activities. The Crew Leader is expected to work as a member of the crew within the Public Works Department The Crew Leader is responsible to the Director of Public Works. The Crew leader is second in charge, and assumes the responsibilities of the Director for day-to-day activities in the event that the Director should be absent.


REPORTS TO: Director of Public Works

SUPERVISES: Full-time, Part-time, and Seasonal Positions

ESSENTIAL FUNCTIONS:

Coordinates with the Director to schedule the daily & weekly jobs of the crew and make necessary changes in case of emergencies or other higher priority jobs.

Ability to perform duties of Laborer I, II, and III positions within one year of taking position.

Gives work assignments and instructions to the crews each day and checks on the progress of the work performed;

Works with any crew as needed to insure completion of projects and assignments;

Coordinates with Mechanic for scheduling maintenance and repair of all City vehicles, machinery & equipment;

Assists the Director of Public Works by recommending equipment replacement and maintenance requests for the upcoming year;

Responds, when necessary, to calls or complaints to the Public Works Department.

Performs other miscellaneous duties as assigned by the Director of Public Works.

Attends safety related schooling and workshops

Assists the Director of Public Works in planning related to construction projects and comprehensive planning, reviewing of plans and specifications for city projects and new subdivision;

Receives and investigates citizens inquiries and takes or recommends appropriate action in response;

Performs winter road maintenance by plowing and grading of snow from traveled ways and by loading and transporting plowed snow to designated dumpsites. Also, performs winter road maintenance by applying traction sand and deicing materials to compact snow and ice areas;

Assist in preparing budget for Public Works;

Assists in implementing safety programs with other City departments and ensures compliance with state and local regulations;

Directs yard waste, brush, snow removal, street sweeping, and de-icing activities as season/weather dictates;

Provide assistance in short-and-long-range strategic program planning, program management, financial and manpower forecasting, design construction and maintenance of the infrastructural improvements in a professional and accurate manner; and

Make recommendations and assist in the construction and repair of roadway when deemed economical by the city.

EDUCATION AND/OR EXPERIENCE:

Minimum of a two year degree in Construction Management, Planning, or related degree plus a minimum of one year in a supervisory capacity managing and supervising utility and/or municipal construction projects and crews; or

Six years in a supervisory capacity managing and supervising utility and/or municipal construction projects and crews;

Ability to train and supervise subordinate personnel in the duties of their position; ability to communicate effectively verbally and in writing; ability to establish and maintain effective working relationships with other employees and the general public; ability to understand and carry out written and oral instructions;

Experience with Microsoft Office Suite (Access, Excel, Word, etc.) AutoCAD, ArcView, and/or GIS related software desirable;

Working knowledge of Federal, State, and City laws and regulations for traffic signs, pavement markings, and traffic safety;

One year minimum experience operating most of the following equipment:

Front end loader, dump truck, grader, dump truck mounted with snow plow and mechanical sand spreader, street sweeper, mowing tractor, tire backhoe, roller, power paint striper, boom truck, vacuum and flushing truck, welder, cutting torch, and a variety of other small power and hand tools;

Requires frequent use of a personnel computer, including word processing, and spreadsheets; telephone, copy and fax machines, mobile radio, small engine and motorized equipment, hand and power tools;

Recognize underground and overhead utilities and understand their relationship to the safety of the working environment.

REQUIREMENTS, CERTIFICATIONS, AND LICENSES:

Valid Wisconsin State CDL Class “B” License with tank vehicle endorsements and a driving record free from serious or frequent traffic violations.

Required to pass a first-aid training class in the first year and keep the first aid certification current.

Required to pass physical examination.

Required to undergo background check.

Subject to random drug testing according to City Drug Policy.

The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 75 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.





The DPW of Public Works will be changing its hours slightly over the course of the summer. The hour will be:

Parks – 7 am – 4: 30 pm  M-TH / 7 am – 11 am Friday

DPW - 7 am – 4: 30 pm  M-TH / 7 am – 11 am Friday (full staff)  

11 am – 3:30   pm (two staff will be available on Fridays)

WWTP  6:30 am – 4 pm  M-TH / 7 am – 11 am Friday
