WINTER PARKING AND SNOW REMOVAL REGULATIONS
Sec. 98-79. Winter parking regulations.

- No
person shall part any vehicle between the hours of 12:00 midnight and
6:00 a.m. on any city street, alley, roadway or park drive commencing
December 1 and ending March 31, except a physician on an emergency
call; however, in the downtown area no person shall park any vehicle on
any city street between the hours of 2:00 a.m. and 5:00 a.m. commencing
December 1 and ending March 31. The downtown area is defined as
follows:
- James Street from Dickason Boulevard to Water Street .
- Ludington Street from Mill Street to Harrison Street .
- Dickason Boulevard from James Street to Mill Street .
- The
provisions of subsection (a) notwithstanding, the city council declares
that a snow emergency exists whenever snow and/or ice accumulate on
city streets and alleys in an amount sufficient to hinder the safe and
expeditious movement of traffic. For purposes of this section, an
accumulation of snow and/or ice of three inches or more during a
period of 24 hours or less shall constitute a snow emergency. If such
conditions exist, the city council authorizes the director of public
works or his designee, by appropriate public media, to declare snow
emergency parking regulations in effect. No person shall park any
vehicle on any street or alley during any period of declared snow
emergency until snow and/or ice has been plowed or removed from such
street or alley. During such period, the director of public works or
his designee is authorized to order the erection of temporary "No
Parking" signs along any street or alley to facilitate snow or ice
removal. The chief of police or his designee may authorize the removal
of any vehicle parked in violation of this section; and the vehicle
owner shall be responsible for the cost of towing, storage and any
other charges in connection with its removal, in addition to any other
forfeiture levied.
Sec. 86-226. Sidewalks to be kept clear.

86-226. Sidewalks to be kept clear.
The owner or occupant of any lot or parcel shall promptly each day remove all snow
and ice that may have fallen or accumulated upon the sidewalk in front
of such lot or parcel, provided when ice has so formed that it cannot
be removed, the owner or occupant shall keep the same sprinkled with a
material that will prevent the sidewalk from being dangerous to
pedestrians. If the owner or occupant fails to comply with this
section, the superintendent of public works shall cause the snow
or ice to be removed or sprinkled as required in this section, the cost
thereof to be assessed against the property as a special tax.
